Recent Changes in Local Ordinances Affecting San Antonio Area Veterinarians - Mr. Copeland will address the recent changes to City of San Antonio Code of Ordinances, Chapter 5 Animals, Article 5 Animal Licenses and Permits. He is responsible for maintaining and enhancing favorable legislative and regulatory climates for the practice of veterinary medicine in Texas. He serves as a resource to TVMA member veterinarians for legal, ethical, and regulatory matters, and maintains updates and organization for the Veterinary Political Action Committee (VPAC). In addition, he plans and executes the TVMA Government Relations Plan.Texas Laws and Regulations Affecting Veterinary Medicine (How to Keep Your Clinic Out of Trouble) - Chris Copeland has been a licensed attorney since 1990. He received his undergraduate degree from Texas State University in 1987 and his law degree from the University of Texas School of Law in 1990. Upon his graduation from law school Mr. Copeland spent a short time working in the Texas Legislature before moving into the private practice of law. In 1995 he became general counsel to Texas State Representative Peggy Hamric, serving in that capacity for three years. In 1998 he obtained his current position as general counsel and director of government relations for the Texas Veterinary Medical Association.
Mr. Copeland currently serves on the board of directors for the Texas Society for Biomedical Research and spends his spare time on his ranch near Dripping Springs where he raises exotic hoofstock.

Roger Cummings, CVPM, has been working in veterinary practice management for 30+ years. He has managed general, emergency and referral hospitals and provided consulting advice to practices all across the country. He was named Veterinary Practice Manager of the Year by the Veterinary Hospital Managers Association, where he was instrumental in developing the Certified Veterinary Practice Manager accreditation. When he was a consultant at Brakke Consulting, Roger earned national recognition for his work. He is past president of the Association of Veterinary Practice Management Consultants & Advisors (AVPMCA) and a popular speaker at international veterinary meetings.

Dr. David Dutton provides top quality care in equine sports medicine and surgery at Hill Country Equine, a specialized center for consultations and referrals in the areas of lameness, surgery and diagnostics.
Dr. Dutton9s veterinary career began with undergraduate studies in animal science at New Mexico State University. He then completed veterinary medical school at Colorado State University and received his Doctorate of Veterinary Medicine in 1995. He furthered his education by completing a large animal internship at The University of Georgia. Dr. Dutton then went on to complete a 3 year surgical residency at Texas A&M University with research focused on tarsal valgus, incomplete ossification of tarsal bones, and suprascapular nerve injury. He continued on staff at Texas A&M University as a large animal lecturer. Dr. Dutton became a Diplomate of the American College of Veterinary Surgeons in 2000, and has owned and practiced at Hill Country Equine for the past 7 years.
