CHDO TA Workshop: Mixed-Income Housing HOME Development and Marketing

Course Description


Marketing is a challenge in today’s real estate downturn especially for mixed-income housing strategies. This one-day workshop will provide a hands-on experience with an actual mixed-income development in Baltimore City financed through HOME and how it is succeeded in today’s market environment. Other organizations will also be presenting how they are handling their tough marketing challenges.


Course Outline


·        Overview of Mixed-Income Housing Development

·        Tour and analysis of E 22nd St Development, a mixed-income project by PHG

·        Marketing mixed-income homes in today’s real estate downturn

·        How four neighborhood-based nonprofits are succeeding


This is a one day course.  Sign-in for registered attendees will begin at 8:30 a.m., and the course will start promptly at 9:00 a.m. and go to 4:30 p. m. on Tuesday, October 7, 2008.  


Who Should Attend


CHDO, other nonprofit staff and neighborhood promoters who are directly involved with marketing homes at a neighborhood level particularly those using or considering using a mixed income approach, should attend this workshop.  It will be an opportunity to network, pick up new ideas from other groups and learn the basic context for understanding mixed-income housing development and marketing.

Instructor Info

This workshop will be conducted by Dave Cramer, a subcontractor to ICF International.


David Cramer formed his own consulting practice in March 1995. Incorporated as Housing Impact Strategies, Inc, it began trading as Cramer•Crystal when Ruth Crystal, his partner and wife joined the firm in 2000. Cramer•Crystal provides training and technical assistance in community development.


He has worked with a variety of national and local organizations in delivering training courses, including: ICF International, NeighborWorks Training Institute, Enterprise Community Partners (formerly the Enterprise Foundation), Development Training Institute, NAHRO, the National American Indian Housing Council, OhioCap, Citizens Planning & Housing Association, Maryland Center for Community Development, Tufts University Management  & Community Development Institute, Neighborhood Progress, Inc., and the Los Angeles Department of Housing.


He is the author of several courses and currently delivers the following: HOMEBase, Lease Purchase, Introduction to HOME, Introduction to CDBG, Business Planning, Introduction to Nonprofit Housing Development, Acquisition/Rehab for First Time Homebuyers, Developing Two-to-four Unit Buildings for Homeownership, Civic Engagement: Commitment and Accountability, Community Building, and Community Organization.


Prior to forming his own consulting firm, Dave was a program director with Enterprise Foundation for 12 years, the Director of COIL Community Economic Development Corporation, and the Executive Director of the Northeast Community Organization.


Dave has served on boards of many nonprofit organizations and currently serves as Housing Chair for the Northeast Development Alliance, a CDC in Baltimore, and as Finance Chair for the Children’s Home.
