Course Description

In the midst of the worst market downturn since the depression, homeownership is still attainable and affordable thanks to the HOME program and its provision for lease purchase.  Lease purchase is a viable option for nonprofit affordable housing developers with housing stock to dispose of, or a desire to continue developing housing during this economic downturn.


This one-day workshop will provide the basics to successfully develop and manage a lease purchase strategy. The course gathers experience and models from across the country on what to do or to avoid. A one-half day laboratory to work on details of your own program follows on Tuesday, March 24th.

  4. What you need to know about the lease-purchaser
  5. What you need to know about financing lease-purchase
  6. What you need to know about organizational capacity to undertake lease-purchase
  7. What you need to know about the lease-purchase agreement

This is a one day course.  Sign-in for registered attendees will begin at 8:00 a.m., and the course will start promptly at 8:30 a.m. and go to 4:00 p. m. on Monday, March 23, 2009. 

Who Should Attend

PJ staff, CHDO and other nonprofit staff who are directly involved with developing and marketing homes particularly those facing tough market conditions, should attend this workshop.  It will be an opportunity to learn the basics of lease purchase housing development and to network and pick up new ideas from other groups.

Instructor Info

This workshop will be conducted by Dave Cramer, a subcontractor to ICF International.

David Cramer formed his own consulting practice in March 1995. Incorporated as Housing Impact Strategies, Inc, it began trading as Cramer·Crystal when Ruth Crystal, his partner and wife joined the firm in 2000. Cramer·Crystal provides training and technical assistance in community development.

David is familiar with lease-purchase programs.  As director of COIL Community Economic Development Corporation in Baltimore, he created and implemented a lease-purchase program.  While at The Enterprise Foundation he assisted several non-profits in the design and implementation of lease-purchase programs including:  St Ambrose Housing Aid Center in Baltimore, Cornerstone of Topeka, Interfaith Delaware, Friends of the Homeless in Newport News, and Lackawanna Housing Development Corporation in Scranton. More recently, he designed a lease-purchase program utilizing HOPE VI funds and Project-based Section 8 Vouchers. He is currently working on combining lease-purchase with New Markets Tax Credits (NMTCs) and HUD’s new Neighborhood Stabilization Program funding.

He has worked with a variety of national and local organizations in delivering training courses, including: ICF International, NeighborWorksâ Training Institute, among others.

He is the author of several courses and currently delivers the following: Lease Purchase, HOMEBase, Introduction to HOME, Introduction to CDBG, Business Planning, Introduction to Nonprofit Housing Development, Acquisition/Rehab for First Time Homebuyers, among others.

Prior to forming his own consulting firm, Dave was a program director with Enterprise Foundation for 12 years, the Director of COIL Community Economic Development Corporation, and the Executive Director of the Northeast Community Organization. 

Dave has served on boards of many nonprofit organizations and currently serves as Housing Chair for the Northeast Development Alliance, a CDC in Baltimore, and as Finance Chair for the Children’s Home.
